Update zones Asia/Khandyga, Asia/Ust-Nera for pre-2004 time.

Browse Source 
* europe (Asia/Khandyga, Asia/Ust-Nera): Modify pre-2004 history
to agree with Shanks and Pottenger (2003), since we have no better info.
